Regression: [MD Settings] Right arrow icon slightly shifted towards left/right under 'People' section.

Issue descriptionChrome Version: 55.0.2883.18 (Official Build)fef9e129659e95716a20748335f5921e324bab8a-refs/branch-heads/2883@{#164} 32/64-bit. OS: Windows (7,8,8.1,10). What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings page. 2. Keep focus on right arrow icon (beside 'SIGN IN TO CHROME' button) using 'Tab' key under 'People' section. 3. Again press the 'Tab' key to reach the focus at 'SIGN IN TO CHROME' button and observe the right arrow icon. On pressing the 'Tab' key, Right arrow icon slightly shifted towards left. On pressing the 'Tab' key, Right arrow icon should stay on same position. This is a regression issue, broken in M-55 series, below is bisect info.
