Issue description

Regression: Unable to scroll chrome://md-settings/searchEngines page via mouse wheel after closing option overaly.

Chrome Version: 56.0.2894.0 (Official Build) canary (64-bit)9e01f1257eb75274157fe7d246869b32d24b155b-refs/heads/master@{#425838}
OS: Mac OS X(10.10.5, 10.11.4), Mac Retina OS X(10.11.5), Windows(7,8,10)

Steps:
1. Launch chrome and navigate to chrome://md-settings/searchEngines
2. Click on iron icon beside any search engine url and click anywhere such that options list gets close.
3. Try to scroll the page via mouse wheel, observe.

Actual: Unable to scroll chrome://md-settings/searchEngines page via mouse wheel after step 2.

Expected: Should be able to scroll the page via mouse wheel.

This is regression issue, broken in 'M 56', will soon update the other info.
Good build:56.0.2891.0
Bad build:56.0.2892.0

Note:1. UP/DOWN arrow key from keyboard is also not working after step 2.
     2. Will soon update the Linux OS Info.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2891.0(Revision:425529).
Bad build: 56.0.2894.0 (Revision:425838).

You are probably looking for a change made after 425533 (known good), but no later than 425534 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
