Regression:[Devtools] Default blue highlight is not seen for 'Timeline-Start Time' drop down list.

Issue description

Chrome Version:55.0.2883.18 (Official Build)fef9e129659e95716a20748335f5921e324bab8a-refs/branch-heads/2883@{#164}-32/64 bit
OS: Windows(7,8,10), Linux(Ubuntu 14.04 LTS).

Steps:
1. Launch Chrome, open devtools on NTP (F12) and go to Network section
2. Reload the page, click on 'Timeline-Start Time' drop down and observe.

Actual: Default blue highlight is not seen for 'Timeline-Start Time' drop down list.

Expected: Default blue highlight should be seen for 'Timeline-Start Time' drop down list.

This is a regression issue broken in M-54, will soon update the bisect info.

Good build: 54.0.2816.0
Bad build: 54.0.2817.0 

Note: Above issue is not seen on Mac OS.

This is not a big enough issue to fix. We are completely changing timeline in the very near future anyway.
