I can't repro on 56.0.2923.0 with a Retina screen. Can someone confirm if this is still happening in Canary channel?

With response to comment #6 : Rechecked the above issue with latest canary chrome version : 57.0.2926.0 on Mac Retina (10.12) and the issue is still reproducible. Kindly refer the attached screen cast for your reference.

bokan@ I can repro on latest build with Mac

Ok, I can repro too now. The instructions in the report are missing the fact that you need to turn on non-overlay scrollbars in Mac settings. I can repro now as well. Chao, since you're also looking at 667206, please take a look at this one too. I suspect they're similar.

Yup, just digging myself out of a regression backlog. Will take a look shortly.

The scrollbar now "mostly" works in Canary. I can drag it around just fine. The one remaining issue is that clicking in the track doesn't work when the scrollbar is scrolled all the way to the bottom. This is now less urgent - I have a backlog of Mac scrollbar bugs so I'll take a closer look when I get to those.
