Regression : Vertical scroll bar doesn't work using mouse click in devtools.

Issue description

Version: 55.0.2883.18 fef9e129659e95716a20748335f5921e324bab8a-refs/branch-heads/2883@{#164} (64-bit)
OS: Mac OS X(10.10.5, 10.11.4),Mac Retina OS X(10.11.5)

What steps will reproduce the problem?
1. Launch chrome and navigate to NTP and open devtools
2. Now go to 'Network' section and press 'Cmd + R' keys to record activity.
3. Now click above the vertical scroll bar on RHS and observe (Refer screen cast)

Actual: Vertical scroll bar doesn't work using mouse click
Expected: Vertical scroll bar should work using mouse click

This is regression issue, broken in ‘M 51’ and below is manual regression and narrow bisect info:
Good build : 51.0.2664.0
Bad build : 51.0.2666.0

I can't repro on 56.0.2923.0 with a Retina screen. Can someone confirm if this is still happening in Canary channel?

Rechecked the above issue with latest canary chrome version : 57.0.2926.0 on Mac Retina (10.12) and the issue is still reproducible.

Ok, I can repro too now. The instructions in the report are missing the fact that you need to turn on non-overlay scrollbars in Mac settings. I can repro now as well.

Chao, since you're also looking at 667206, please take a look at this one too. I suspect they're similar.

This issue came from this patch r378488. 
Just to update on the issue, still able to reproduce this issue on Mac 10.12.2 using latest canary #57.0.2969.0.

Yup, just digging myself out of a regression backlog. Will take a look shortly.

The scrollbar now "mostly" works in Canary. I can drag it around just fine. The one remaining issue is that clicking in the track doesn't work when the scrollbar is scrolled all the way to the bottom. This is now less urgent - I have a backlog of Mac scrollbar bugs so I'll take a closer look when I get to those.
