Regression: [MD History] Tooltip is not displaying for info-button-icon.

Issue description

Chrome Version: 55.0.2883.18 (Official Build)fef9e129659e95716a20748335f5921e324bab8a-refs/branch-heads/2883@{#164} 32/64-bit.
OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and sign in to chrome with valid credentials.
2. Once history is synced navigate to chrome://history page.
3. Now hover the mouse pointer on "info-button-icon" at top right corner and observe.

Tooltip doesn't display for info-button-icon.
Tooltip should display for info-button-icon.

This is a regression issue, broken in M-55 series, below is bisect info.

Good build: 55.0.2859.0
Bad build: 55.0.2861.0 

Unable to sign in to chromium build hence unable to provide narrow bisect info. Below is change log URL.

Just to update, issue is observed on Ubuntu 14.04 for chrome version 56.0.2902.0. 

@tsergeant: Gentle ping, This issue is marked as P1 for M55 milestone, can we get any update on this bug if it's related to your change?

Issue is broken in M55 and it's already in Beta and will be pushed to stable soon.

Ah, sorry, I've been on vacation.

This might be WontFix, but I need to think more about it. Bumping down the priority in the meantime.

Yeah, I'm marking this as WAI.

If we did show a tooltip, we would probably just show the same thing that we show once the message is clicked. Showing the same message twice would probably be confusing. There's also nothing destructive about clicking on the button to find out what it does.

Finally, the button is labelled for screenreader users, so that they are able to understand it.

I will keep an eye on feedback related to this, and am happy to revisit this if necessary.
