What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://md-settings/passwords
(2) Now 'zoom out' the page to 75% and press 'cmd + 0' to reset zoom and observe the toggle buttons of 'Auto fill settings' and 'Manage passwords'  

Actual: Flickering of toggle buttons is seen when page is reset after 'zoom out'
Expected: Flickering of toggle buttons should not be seen when page is reset after 'zoom out'

This is a non-regression issue, seen from M-49 series as 'Toggle buttons' appears from build # 49.0.2574.0
