Chrome OS 8907.0.0, 56.0.2890.0 samus

Steps To Reproduce:
1. Update the samus device to M56 TOT build
 2.Try adding new user on the device


Expected Result: Should be able to add user

Actual Result: On clicking add user the network select dialog opens and start to flicker most of the time

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
