Feature description: In the Help App, leverage the customizationId and/or board name to enable an OEM to provide their preferred contact details/link on the "Contact support" button.

A buganizer ticket has been opened requesting a "smartlink" which can be utilized for redirecting to various OEMs (by device signal), without having to edit any linkage in Get Help app itself.  http://b/32313551 

Initially, smart link will redirect only to https://support.google.com/chromebook/answer/6250945?ctx=gethelpcontact as Contact Support button does now.  But will add first alternate redirect for Kevin devices to OEM Live Chat (URL for that uncertain at this point).
