data-suggestion-picker-appearance layout tests failing in virtual/scalefactor200

These two tests have been failing for me on virtually every test run (locally on Linux).

virtual/scalefactor200/fast/hidpi/static/data-suggestion-picker-appearance.html [ Failure ]
virtual/scalefactor200withzoom/fast/hidpi/static/data-suggestion-picker-appearance.html [ Failure ]

Not sure if it's a regression on ToT.

Appears not to be an issue on linux on the bots now:
