Include arc/android logs in feedback reports and debug-log capture from Chrome

We have two ways to grab logs currently - alt+shift+i develops a system_logs.txt file to attach to the feedback report and 'Store Debug Logs' button at chrome://net-internals#chromeos grabs a snapshot of files in /var/log. Neither of these include Android logcat or arc startup log files. Consider adding them?

One correction to the original report: alt+shift+i does include logcat logs.

should be okay. debug-logs_YYYYMMDD-HHMMSS.tgz has arc-bugreport.txt.
