Issue description: 

"This site can’t be reached" error appears for Google Apps (Gmail, YouTube, Maps, etc.) users on Chrome unless chrome://flags/#enable-quic is disabled

Thanks for the suggestions.  I was able to get things working by uninstalling Chrome then installing the latest Beta.  For whatever reason, loading the non-beta did not fix the issue.   I also found a repeatable method to cause the issue:

* Go to connect.garmin.com
* Select Reports from the top left mushroom
* Select 'Progress Reports' from the report list (this calls google analytics)

After this point, I can no longer access the google domain.  The QUIC flag is unchanged from the value 'default' but changing it to 'disabled' brings Chrome back to life.

@dch, actually this bug is Duplicated to internal only Issue 655763 which we cannot see the status for.

Can you confirm Issue 655763 is Fixed?
