Integer texture does not show

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.59 Safari/537.36

Steps to reproduce the problem:
1. open https://colab.corp.google.com/v2/notebook#fileId=0B_hM3HWqccCdY24tQlBob29vUUE
2. run the cell
3. integer textures does not show up

What is the expected behavior?
Being able to display integer textures

What went wrong?
first cell:
# On dekstop, I have a very dark vertical strip pattern
# On mac, it's all black (and no error message)
second cell:
# On dekstop, I have a very dark vertical strip pattern
# On mac, there's just one pixel at the top left and this error as well:
# [.Offscreen-For-WebGL-0x7fa2ca1e4e00]GL ERROR :GL_INVALID_OPERATION : GLES2DecoderImpl::DoBindTexImage2DCHROMIUM: <- error from previous GL command

Forgot to mention: the workaround is to use float textures instead.

Please provide at least some detail about what the bug actually was, and whether it's feasible to write a WebGL conformance test for the issue.

We don't understand the nature of this bug because it either requires fkp to write a standalone test case for us to take a look or us to learn how to study and debug his codelab in Google3.  Currently neither seems a top priority task. However, we should definitely come back to that.

So far this is the only complaint without a reduced test case. It's very likely there is a bug in the client code. Closing as Won't Fix for now.
