Preserve the state of 'save this card' checkbox

Issue description

If the user unchecks 'Save this card to this device' checkbox in PaymentRequest, then re-opens PaymentRequest UI again, the checkbox will be checked again. Chrome should preserve the state of the checkbox between UI restarts.
