Subscript and superscript baselines do not work properly for small fonts in svg

Issue description


When the font size is small (<1), superscript and subscript tags (baseline-shift="super" and baseline-shift="sub") do not make any difference in the baseline. See the attached SVG test file (which is a minimized version of src/third_party/WebKit/LayoutTests/svg/batik/text/smallFonts.svg).

Expected behavior: Superscript and subscript tags must properly shift the baseline.
