The sign in promo can be visible at the same time as the all dismissed item

Steps:

1. Chrome, be signed in, open NTP
2. Dismiss all until you can see the "all dismissed" item
3. Sign out

Observed: the sign in promo is added, and the all dismissed item is also there.
Expected: the sign in promo is added, and the all dismissed item is removed.
