Regression:Seek bar appears to be flickering on resizing in "www.hp.com"

Issue description

Version: 56.0.2891.0 db45a537654c59feee0308a5643cff514ea6446e-refs/heads/master@{#425529} (32/64-bit) 
OS: Windows 7

TEST URL:http://www.hp.com/

What steps will reproduce the problem?
(1)Launch chrome and navigate to the above URL.
(2)Click on 'Watch the video' and play the video.
(3)Now click on full screen option and resize it.(Kindly refer the video)
(4)Repeat step 3 2-3 times and observe the seek bar.

Actual:Seek bar appears to be flickering on resizing.

Expected:Seek bar should be seen properly.

This is a Regression issue broken in M-55,will soon update other info.

Good build:55.0.2854.0
Bad build:55.0.2855.0

Note:(1)This is resolution specific issue and only reproducible on machines having 1280 X 1024 display resolution
     (2)Above issue is not seen on Mac and Linux OS.

@ takumif: Gentle ping, Request you to please take a look into it and provide an update on the same.

Issue is labeled as M55 and Priority 1. Please help us with a fix if issue is being targeted to M55, or can you please reduce priority or change milestone as required.

The video on this page is an embedded YouTube video.

Can you check if the same problem exists for YouTube or other sites having embedded YouTube video?

Also, can you elaborate how it's flickering? To me it looks the same before & after.

hp.com has changed, but the same video is still at http://www8.hp.com/us/en/printers/sprocket.html

Using Chome Canary on Win 10 in VirtualBox the behavior I see actually makes sense to me. Can OP confirm that the original problem still persists, and if it does what exactly is unexpected?

A change in behavior can be seen in the attached videos, but in the bisect ranges I see nothing clearly suspicious.

If the problem persists, this may require a very time-consuming build-and-bisect process on Windows.
