Mac keyboard arrows don't smooth scroll

Issue description

What steps will reproduce the problem?
(1) Go to any webpage that has scrollable content
(2) Scroll using keyboard arrows

What is the expected output?
The scroll animates to the target position

What do you see instead?
The scroll jumps to the target position

Basically have to get mac keyboard scrolls to go through the smooth scroll machinery.

If so, this is a regression.  Mac smooth scrolls are supposed to be *only* for keyboard.

Are you sure you haven't set NSScrollAnimationEnabled to false?

It is doing smooth scroll for me on M61. Closing.
