Regression: In chrome://md-settings, unnecessary background turns dark grey for selected avatar icon.

Issue description

Version: 56.0.2891.0 db45a537654c59feee0308a5643cff514ea6446e-refs/heads/master@{#425529} (32/64-bit) 
OS: Windows (7,8,10), Mac (10.10.5, 10.11.5), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://md-settings/manageProfile and select any avatar icon.
2) Now click on right side of the last avatar icon.
3) Observe the selected avatar icon.

Selected avatar icon background turns dark grey.

Selected avatar icon background should not turn dark grey.

This is a Regression issue broken in M-55, will soon update other info

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2868.0 (Revision: 420217).
Bad build: 55.0.2869.0(Revision: 420536).

You are probably looking for a change made after 420354 (known good), but no later than 420356 (first known bad).

This is probably a side effect of my recent change. but not an issue that requires fix. the selected avatar button is simply getting focus when the user clicks outside of it.
