What steps will reproduce the problem?
1) Launch chrome, go to chrome://md-settings and enter some invalid text in search box.
2) Give ‘Print’ command (Cmd+P), under ‘Options’ section check/uncheck Background graphics option.
3) Observe the background page while checking/unchecking the Background graphics option.

Background page flickers on checking/unchecking Background graphics option.

Background page should not flicker on checking/unchecking Background graphics option.

This is a Regression issue broken in M-54, below is the bisect info
