What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://settings/content , click on "let me choose when to run.." option under Plugin section. 
(2) Navigate to http://www.vudu.com/, click on any video, then right click on video and select 'inspect' option.
(3) Then click on 'Toggle device mode' icon and right click on video multiple times and observe.

Actual: Background content is seen on context menu after right clicking multiple times.

Expected: Context menu should seen properly.

This is a regression issue broken in M-54, below is the Manual Regression and change log info.
Good build: 54.0.2838.0
Bad build: 54.0.2839.0

Note: 
1. Unable to narrow down the range as issue is not reproducible on chromium builds, hence providing suspect from change log.
2. Issue is not seen on Mac and Linux OS.
