Regression:Traces of blue highlight are seen after selecting/deselecting download entries.

Issue descriptionChrome Version: 56.0.2891.0 db45a537654c59feee0308a5643cff514ea6446e-refs/heads/master@{#425529} (32/64-bit) OS:Windows(7,8,8.1,10) What steps will reproduce the problem? (1)Launch chrome and navigate to http://www.azurespeed.com/Azure/Download (2)Click on 4-5 download files,click on 'pause' button from list of download bar. (3)Press ctrl+J ,drag mouse from top to bottom of download entries to select and deselect.(i.e blue highlight) (4)Click on page and observe the 'X' icon. Actual: Traces of blue highlight are seen after selecting/deselecting download entries. Expected: Traces of blue highlight should not be seen after selecting/deselecting download entries. This is a regression issue broken in 'M53' and below is the manual regression range: Good Build: 53.0.2785.45 Bad Build: 53.0.2785.80 CL: https://chromium.googlesource.com/chromium/src/+log/53.0.2785.45..53.0.2785.80?pretty=fuller&n=10000 (Unable to narrow down the range since it has same revision) Suspecting: 403382 ? Kindly help to re-assign, if your changes are not cause for this issue. Note: Issue not seen on Mac & Linux OS.

Correction: After step 2: Press ctrl+J,click on 'cancel' button and drag mouse from top to bottom of download entries to select and deselect.(i.e blue highlight) With response to comment # 4 Narrowed down the range as follows: Good Build: 53.0.2785.51 Bad Build: 53.0.2785.47 CL: https://chromium.googlesource.com/chromium/src/+log/53.0.2785.47..53.0.2785.51?pretty=fuller&n=10000 (Unable to narrow down the range using tool bisect since it has same revision) Kindly help to re-assign the issue.

Issue still seen on latest beta 55.0.2883.28 and canary 56.0.2907.0. From the above CL,suspecting the below: https://codereview.chromium.org/2213123002 rdevlin.cronin@ : Would you mind taking a look into this if its related to your change, else could you please help assigning to an appropriate owner for this.

This wasn't https://codereview.chromium.org/2213123002. This seems like either a bug in blink or in chrome://downloads (/polymer), and that CL didn't affect either.
