Regression: [MD settings]"Page zoom" field for some options is seen blank after reloading the page

Chrome Version:56.0.2891.0 db45a537654c59feee0308a5643cff514ea6446e-refs/heads/master@{#425529} 32/64-bit 
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS)

Steps:
1. Launch Chrome and navigate to chrome://md-settings.
2. Set "Page zoom" to 110 %, reload the page and observe.

Actual: "Page zoom" field at 110 % is seen blank after reloading the page.

Expected: "Page zoom" field at 110 % should not be blank after reloading the page.

This is a regression issue broken in M-56, will soon update bisect info.

Good build : 56.0.2890.0
Bad build : 56.0.2891.0

Note: Above issue is also seen for Page zoom at 175%, 400% and 500%

I believe this is no longer reproducible after latest zoom related fixes, but have not checked yet.
