Regression:Vertical scrollbar of chrome://downloads page is seen missing after toggling back from emulation view.

Version: 56.0.2890.0/8899.0.0 Gnawt, Daisy, Peppy
OS: Chrome, Ubuntu 14.04

Pre condition: Download few files/images such that vertical scrollbar is seen in chrome://downloads page.

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to chrome://downloads>>Open devtools>>Now ON and OFF emulation and Observe for vertical scrollbar.

Expected: Vertical scrollbar should be seen after toggling back from emulation view.
Actual: Instead vertical scrollbar is seen missing.

This is Regression issue as it is working fine 53.0.2785.154/8530.96.0 stable channel quawks.

Note: Issue is also seen in Linux will update bisect info soon.

This is a known issue of required reload for scrollbars to work perfectly when toggling mobile behavior.
