Regression:Content is not displayed properly after resizing browser window.

Issue description

Chrome Version:56.0.2891.0 db45a537654c59feee0308a5643cff514ea6446e-refs/heads/master@{#425529} 32/64-bit 
OS: Windows (7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://sync-internals/
(2)Resize the browser from R.H.S and observe the content under 'about' tab.

Actual: Content is not displayed properly after resizing browser window.

Expected: Content should be properly displayed after resizing browser window.

This is a regression issue broken in 'M47' and will soon update other info.

Correction:
This is a regression issue broken in 'M45' and below is the manual regression range:
Good Build: 45.0.2411.0
Bad Build:  45.0.2414.0

The new rendering seems correct. Content is allowed to overflow to the left of the first column and to the right of the last column. When you make the widow so narrow there's only room for one column, content may overflow horizontally. This didn't work correctly in the old multicol implementation, but it does in the "new" ("region based") one.
