Issue descriptionChrome Version : 56.0.2891.0 db45a537654c59feee0308a5643cff514ea6446e-refs/heads/master@{#425529} 32/64-bit OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS) What steps will reproduce the problem? 1. Launch chrome, open NTP and open devtools. 2. Press F1 key and change default theme to ‘Dark’ under ‘Appearance’ section. 3. Now go to ‘Profiles’ tab and hover mouse pointer on ‘Profiling type’ radio buttons, observe. (Kindly review an attached screen cast) Actual : On mouse hover, hover effect is not seen on ‘Profiling type’ radio buttons. Expected : On mouse hover, hover effect should be seen on ‘Profiling type’ radio buttons. This is a regression issue broken in ‘M-55’, below is the Manual Regression and will soon update bisect info. Good build : 55.0.2865.0 Bad build : 55.0.2867.0
