Flash no longer plays

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.59 Safari/537.36

Example URL:
adobe.com/software/flash/about/

Steps to reproduce the problem:
1. Install a fresh Ubuntu 16.10;
2. Install the latest Chrome from chrome.google.com (54.0.x for me);
3. Go to a video site that uses Flash or adobe.com/software/flash/about/ ;

What is the expected behavior?
adobe.com/software/flash/about/ should tell you your Flash plugin's version.

What went wrong?
adobe.com/software/flash/about/ won't show your Flash plugin's version.

Video sites that use Flash will show something like "Adobe Flash Player has expired" where a Flash video is supposed to show up.

Did this work before? Yes Flash stops working since around October 14, 2016

Is it a problem with Flash or HTML5? Flash

Does this work in other browsers? Yes

Chrome version: 54.0.2840.59  Channel: stable
OS Version: Ubuntu 16.10 64-bit
Flash Version: Shockwave Flash 23.0 r0

Firefox can play Flash.

Unable to reproduce on Ubuntu 14.04 using chrome latest stable M54 # 54.0.2840.59 .

As Ubuntu 16.10 is not available with Chrome-TE : HYD team , requesting MTV team to look into this.

The problem first occurred around October 14, 2016, when I was still using Ubuntu 15.10 (64-bit) and the latest or near-latest Chrome. Flash videos were playing fine but suddenly a message like "Adobe Flash Player has expired" began to show up in all Flash boxes.

I suspected that my Ubuntu or Chrome was too old, so I installed a fresh Ubuntu 16.10 (64-bit) and the latest Chrome. The problem persists.

Firefox's Flash still works probably because Firefox uses a different (earlier) Flash version (11.2.202.637) while Chrome uses 23.0 r0.

Maybe Flash version 23.0 r0 would automatically expire around October 14, 2016. If this is the case, maybe Chrome should uses an earlier Flash version for now.

Also, to reproduce my software environment, I recommend installing Ubuntu 16.10 (64-bit) in a VirutalBox virtual machine and then installing the latest Chrome in it.

Components: -Internals>Media Internals>Plugins>Flash>PreferHTML5 Internals>Plugins>Flash
Could be due to something around the Flash deprecation? Can you provide screenshots of the messages + urls to the video websites reporting the version as expired?

My Chrome 54 on Ubuntu reports the Flash version as 23,0,0,185 which seems to be the current one. I have to right-click the plugin to allow it to run though.

The attached screenshot shows Chrome 54 (on Ubuntu 16.10 64-bit) visiting http://live.kankanews.com/huikan/91.html and showing a Flash box with a Chinese message in it; the message translates to English as "Adobe Flash Player has expired."

We do not an Ubuntu 16.0 workstation. hdodda@ will try a repro again in Ubuntu 14.0 with the urls mentioned comment in #4 & #6.

Tested on Linux 14.04 both corp and non-corp machines :

Chrome version : 54.0.2840.71

Navigated to above URL's mentioned in comment #4 & #6 , got a message "right click to play adobe flash player " and video played after doing so.

As I mentioned above, you can reproduce my software environment by installing VirtualBox on your computer and Ubuntu 16.10 in VirtualBox. Both VirtualBox and Ubuntu are free software. Google them.

Removing TE-NeedsTriageFromMTV label since it is a Hardware dependent issue.
I (the original reporter) still can't play. It's not a hardware-dependent issue. I used to be able to play, until Chrome "expired" Flash around October 14, 2016.

Thinking about this problem again, Chrome and Firefox actually both report that the Adobe Flash Player has expired since around October 14, 20016.

But Firefox gives me an option to disregard this expiration and play Flash anyway, on a site-specific basis (for each site that wants to play Flash, Firefox would ask me whether to play or not). This option is useful, and currently I use Firefox to visit sites that play Flash.

I hope Chrome can provide such an option.

Chrome actually has a command-line option "--allow-outdated-plugins", but it doesn't work for me.

can you please provide log files? can you please check if 
/home/huzhifeng/.config/google-chrome/PepperFlash/23.0.0.205/ has correct permissions (writable for user huzhifeng)?

Which log files? (Please specify file paths)

I have a ~/.config/google-chrome/PepperFlash directory, but there isn't any file or subdirectory in it.
