Issue description
Chrome Version : 54.0.2840.59 m (64-bit)

What steps will reproduce the problem?
I have created a plunker using angular (http://plnkr.co/edit/ge2BbSV0xJlFuBcquSOZ?p=preview) and JQuery (http://plnkr.co/edit/9vqf0Q77UBo2V4htjBCb?p=preview) but the behavior is very strange... you need to upload a pdf and sometimes the pdf will be displayed sometimes it won't so you need to upload many pdf files one after the other until you will see that it doesn't get displayed (I've tried with different versions of pdf). Even stranger, there is no particular error and I didn't find a way to consistently reproduce the issue (but I always get the problem at some point...). With my computer the pdf starts NOT being displayed pretty quickly (after the fifth or senventh).

Why is this so low priority? I think this bug deserves more attention. In some cases it is impossible to even view or download the pdf (depending on how the website is made...) which makes chromium totally unusable!

cohen.nat@ and thestig@, did you see this on Windows? I could not reproduce it on Windows, but can reproduce on Mac though.

I can reproduce this on Windows 7. It took 3 tries just now to hit the bug. It's low priority because there aren't wide spread reports of PDF loading failing. So this may be just a weird corner case that's being hit?

Well, the weird corner seems to appear in every OS, using different libraries (Angular and JQuery at least) and in previous versions... IMHO I don't think it's a 'corner case'!
