Call rings and disconnects when using Chromebook with CVox

Issue descriptionMode: force_next Version: 55.0.2882.0 Reproduction Steps: I have Project Fi. I have the Hangouts extension installed. When I receive a call to my project fi number, Google Hangouts extension rings on my Chromebook. However, if I am using the Chromebook with Chromevox, I hear a short ring and the call disconnects. I have no way to answer the call. This happens about 90% of the time. However, if I am not navigating with Chromevox, the call does come through. I don't know any other way to repor this, but this is what happens.

Nimer, is this still happening for you? As David mentioned, we unfortunately don't have a way to reproduce this setup to dive into this.
