If traversing across a row, only speak column #, and if going down column, only speak row #

Reproduction Steps: 
1. In table
2. ctrl+alt+right arrow should only utter contents + column #
3. ctrl+alt+down arrow should only utter contents + row #

i.e. it's not necessary to utter static position info

Steps to repro:
# With Chromevox on, visit crbug.com
# Press search+t to jump to the table of issues
# Press ctrl+alt+search+arrow keys to navigate the table

Expected: Chromevox should report only the coordinate that has changed such as 'column 2' when moving right or 'row 3' when moving down

Actual:  After each cell, Chromevox reports static position such as 'row 2, column 3'
