Print preview/Print offsets the fixed position elements by scroll position.

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.59 Safari/537.36 Steps to reproduce the problem: 1. Open a html file in chrome that contains a long content and `position: fixed` element that has `top: 0` for example. 2. Scroll the page down a little. 3. Print the page. What is the expected behavior? The fixed element to stick to top of the printed document. What went wrong? Print offsets the fixed element by scroll position. (for example if you scrolled 100px down, the the fixed element is printed like it had `top: 100px`.) Did this work before? N/A Does this work in other browsers? Intriguing! Can reproduce on Linux / Version 55.0.2883.11 dev (64-bit) Edge handles it correctly and so does Firefox.

Sorry, rebuilt static files and it was cleared out, I placed it there again. It should work now.
