ChromeOS language change notification doesn't show

Neither James nor Xiuyan were able to get this to show at all. Over a day of testing, I was only able to get it to show once. The feature appears to be broken.

(The feature I'm talking about is ash/common/system/locale/locale_notification_controller.cc on the ash side and chrome/browser/chromeos/locale_change_guard.cc on the chrome side.)

It's the locale change notification that allows user to quickly reverts back when the locale is changed via sync.

Since we did not hear anything from users, this might be a feature that can be killed. :p

That's weird. I still believe it works, maybe we should try to reproduce this first.
