ChromeVox should get a focus notification when a window gets focused

Project Member Reported by dmazz...@chromium.org, Oct 14 2016

Issue description

Right now if a window gets focused but no view within that window is focused, no focus event gets fired and ChromeVox says nothing.

For example try Alt+Shift+N for notifications. The dialog opens but ChromeVox is silent.

Automation should fire focus event on root view of widgets

If a widget has focus, but no view within that widget is focused, report
the root view as the view that's focused for the purposes of firing
focus change events.

BUG= 656103
TESTED=Before this change, Alt+Shift+N results in no focus event sent to ChromeVox. After this change, ChromeVox gets a focus event on a node with role=dialog.
