ChromeVox should get a focus notification when a window gets focused |

Issue descriptionRight now if a window gets focused but no view within that window is focused, no focus event gets fired and ChromeVox says nothing. For example try Alt+Shift+N for notifications. The dialog opens but ChromeVox is silent.
