[Casey] Install CrOS DUTs

There should be 5 unique DUTs in each chamber.

Steps:
  Verify device powers on and boots
  Switch to Dev mode
  Install ToT test image
  Install into chromeos<5/7>-row1-rack3-host<1 to 5>
  Add to autotest with labels: <device>, board:<device>, pool:wificasey, casey_dut, casey_chamber<5/7>
  Update Lab Overview spreadsheets
