Zoom doesn't scale CSS transformed HTML elements within SVG foreignObject

Issue description

Chrome Version       : 56.0.2890.0 (Official Build) canary (64-bit)
URLs (if applicable) : https://snl.no/grunnform%2Fomriss
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: FAIL (10.0 on OS X)
    Firefox: PASS (49.0 on Ubuntu)
         IE: PASS (Edge 14 on Windows 10 via BrowserStack)

What steps will reproduce the problem?
(1) Open the attached testcase
(2) Zoom in (<Ctrl>+<+>)

What is the expected result?
No red, transformed div (green) should be scaled just like the non-transformed one

What happens instead?
Green square on top of red square, green square is not scaled

Please provide any additional information below. Attach a screenshot if
possible.
- Not specific to scale, this was just used for constructing the TC.
- Possibly related to https://bugs.chromium.org/p/chromium/issues/detail?id=510819 and https://bugs.chromium.org/p/chromium/issues/detail?id=556695 (these use position property rather than transform property)

Status: Available (was: Unconfirmed)
I suspect that all of these bugs have the same underlying cause, but maybe it's best to leave them as separate issues until we know that for certain.

In the specific case I think just using <text> instead would suffice.
