OS: Mac(10.10.5)(10.11.5)

Preconditions : 
1. Freshly install chrome browser.
2. Please sign-in to chrome using an account which does not have any synced data.

What steps will reproduce the problem?
1. Launch chrome, open wrench menu and select ‘Cast’ option. (Cast overlay is seen)
2. In cast overlay, uncheck and check ‘Enable casting to cloud-based services..’ checkbox and press Tab key.
3. Now press ‘Shift + Tab’ key and observe the checkbox.

Actual : After step 3, focus highlight on checkbox is not visible (barely visible).
Expected : Focus highlight on checkbox should be visible properly.

This is a regression issue broken in ‘M-54’, below is the Manual Regression and Change log info.
Good build : 54.0.2836.0
Bad build : 54.0.2837.0

(Unable to narrow down the range using tool as ‘sign-in’ to chrome feature is not available in chromium builds, hence providing the suspect from change log)

Note : Issue is only seen on Mac OS and the same is working fine on Windows/Linux OS.
