Regression: [MD History] Auto scroll is not working as intended on chrome://history page.

Issue description

Chrome Version: 55.0.2883.11 (Official Build)709e70a37ad5ea7e4155b38134d00530605f11bb-refs/branch-heads/2883@{#79} 32/64-bit.
OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS).

Precondition: Navigates to 20-25 webpages such that vertical scroll bar appears on chrome://history page.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history page.
2. Scroll down the page to its bottom and check the checkbox of last entry.
3. Now, scroll up the page to its top, press 'Tab' key from keyboard and observe.

Nothing happened on pressing 'Tab' key from keyboard i.e. page doesn't auto scroll to its bottom.
On pressing 'Tab' key, Page should scroll down to its bottom and focus highlight should seen on corresponding URL.

This is a regression issue, broken in M-55 series, below manual regression range.

Good build: 55.0.2879.0 
Bad build: 55.0.2880.0

oh, i thought we weren't loading more items at the end of the list.  this is less big of a deal.  that would've been code red.  phew.

might be related to  bug 656580 
The focus still moves correctly, the issue is just that the item does not scroll into view.

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
