media/gpu: switch v4l2_jpeg_decode_accelerator to use multi-planar APIs

This patch switches v4l2 JDA to use multi-planar APIs and buffers.

avtest_label_detect: check v4l2 MPLANE buffer type for JPEG hw decode

We've changed chrome JPEG hardware decoder to support only MPLANE buffer
type. Let's change the label detector accordingly.
