Flash shouldn't run immediately when the plugin placeholder is clicked

Currently if you go to a site that doesn't have fallback content (with HBD enabled) and click the plugin placeholder, the prompt will be shown to allow flash. After "Allow" is clicked, the content will be run immediately, even while the page is refreshing. This feels weird/unpolished - we should wait until the page is refreshed before the content is enabled.
