Race condition between updating plugin list in renderer and refreshing the page

After answering a flash permission prompt, the plugin list is updated in the renderer and the page is refreshed. However sometimes the page is refreshed before the plugin list is updated which may cause flash to be disabled on the page when it should be enabled (or vice-versa).
