Issue description1. After permission change WebsiteSettingsPopupView::OnPermissionChanged() calls SizeToContents() directly. This should instead be done by propagating from PermissionSelectorRow::ChildPreferredSizeChanged(). 2. When adding a "reset decisions" (a.k.a. "Re-enable warnings") label. In PopupHeaderView::AddResetDecisionsLabel(), we call reset_decisions_label_->SizeToFit(0); and InvalidateLayout(). There's probably something more idiomatic.
