Twitter clears pending entry after typing URL into omnibox

Issue description

Version: Can reproduce in M53 and ongoing. Might even exists farther than that.
OS: Mac

What steps will reproduce the problem?
1. load twitter.com
2. focus omnibox, edit it to be instagram.com
3. press return

What is the expected output?
The omnibox changes to instagram.com right away

What do you see instead?
It shows twitter.com, then switches to instagram.com

(I also see this on Win10 in today's 56 Canary)
Still see this in 57.2939. Editing omnibox reverts to current site's state before flipping over to new site's state later in navigation.

Still repros.  Tagging with Navigation.  This might be working as intended (don't have the omnibox reflect in-progress page loads?) but it is surprising.

Reading  bug 719856  for background, the current behavior sounds like a bug.  According to creis@ (comment #11): we "show the pending URL for "browser-initiated" navigations."  That's not happening here.

Summary: Twitter clears pending entry after typing URL into omnibox (was: Weird EV Cert Omnibox Behavior)
This bug seems specific to being on twitter.com.  I don't see it happening on most other sites, and it happens when you navigate to other sites from twitter.com as well.

I bet that's due to the weird pushState/replaceState stuff Twitter does when leaving the page (which I think Avi discovered).  Maybe we shouldn't be letting those events reset the pending entry?

Arthur, would you be able to take a look at this?  I'm guessing there's some overlap with  issue 879965 .
