Tabs.CountAtStartup logged for CCTs and Tabbed mode

Application Version (from "Chrome Settings > About Chrome"): 54+

The metric Tabs.CountAtStartup indicates the number of tabs loaded as part of cold start.

After this change, https://codereview.chromium.org/2336413002, CCTs now trigger loadState, which will pollute this metric with CCT numbers.

This metric is really meant as a representation of the number of tabs in just the tabbed mode.

Per discussion with amineer@, this is a rather annoying metrics issue that was introduced in 54.  If we have another beta build for 54, it would be great to merge in.

If not, 55 is what we'll deal with.
