Can't make block-scoped variable declarations in devtools console when at a breakpoint

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
Hit a breakpoint.
In the devtools console, eval `let x = 1`, then eval`x`.

What is the expected behavior?
It should return 1

What went wrong?
It says that x is not declared.

When not at a breakpoint, this works correctly.

Did this work before? N/A 

Chrome version: 53.0.2785.143  Channel: n/a
OS Version: OS X 10.12.0
Flash Version: Shockwave Flash 23.0 r0
