Mac: Services context menu items shouldn't appear for click-to-play context menus

Issue description

The additional OS services in the context menu for click to play don't make much sense. In the attached screenshot Add to iTunes and Add to Evernote jump out as strange.

ccameron@ - is this really a non-Mac-specific issue? It seems like the only issue is removal of the Mac-specific Services items.

I just tried this on http://www.arihirvonen.com/ - I get a similar plug-in screen, but when I control click it I get a menu without Services items.

ainslie@ - which version of macOS are you using?

I'm not sure what I was using at the time - in my current stable (54.0.2840.87) and canary (56.0.2916.0) I also see the menu without Services items. 

So maybe this resolved itself :) 
Thanks. Figuring that these kinds of things rarely just go away, I played around with the page and was able to reproduce with the following steps:

1. Go to http://www.arihirvonen.com/
2. Select part of the "Hello, check my new site..." text at the top of the page
3. Control-click the plug-in area

On M55 Beta I don't see the services menu, but on M56 Canary I see services without selecting text. Possible regression?

For Services, macOS looks at the current selection and then displays Services that accept the current selection's data type. So seeing these Services items implies that there's a text selection on the page.
