border gap with content when transforms are applied

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. put some yellow background on body element
2. add completely black image
3. add a large border like 16px solid black
4. add transform: scaleX(0.475) scaleY(0.475)

What is the expected behavior?
the black image and border should make a solid black rectangle

What went wrong?
some yellow color from the background leak between border and element

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 53.0.2785.143  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

Please consider zooming in and out as it changes the leakage size randomly

Able to reproduce this issue on windows 10, Mac 10.11.4,Linux Ubuntu 14.04 with Chrome stable version-54.0.2840.59 and latest Canary-56.0.2889.0.

Still seeing this issue on windows 7 using chrome version 56.0.2922.0.

Bugs that appeared back in m36 are not regressions according to current labeling practices. It's in the queue of things to fix, and will get fixed when we deal with other issues related to border leakage.
Just to update, still able to reproduce this issue on Win-10 using latest canary #57.0.2977.0.

Could anyone from dev team please have a look into this issue.

I'm seeing this problem on  61.0.3163.91 - Windows 10. Is there a work-around for it?

The issue in comment #8 may or may not be a distinct issue. The background image is not covering the while area when transformed in both cases, but the latter case may be due to layout positioning the spans at odd offsets.

Either way, we should be better at this and thanks for the additional report.
Hey Chromium team, I wonder if there has been any movement on this issue. Is there any more information that we can provide to help resolve this?

The issue manifests on Mac only at certain fractional zoom settings using the example from comment #9. But still there.

We'd still like to see it fixed. I'm a little surprised that it hasn't manifested itself in other ways.
