Tables should not expose column objects on Windows and Linux

Project Member Reported by nek...@chromium.org, Oct 13 2016

Issue description

Create an ARIA grid or an HTML table.
Look at the accessibility tree using chrome://accessibility.
Notice that there are empty column objects at the end of the ARIA grid. Same for the HTML table.
These objects are not needed on Windows and Linux, and in fact cause issues with Jaws on Windows.
