Regression: Hover effect is seen by default on "Show all" button of Downloads bar

What steps will reproduce the problem?
(1) Launch chrome and save any page/image so that downloads bar is seen >> Observe focus on Show all button

Expected: Hover effect should be seen only when hovered.
Actual: Instead default hover effect is seen on show all button.

This is a regression issue broken in M55.

Good Build: 55.0.2882.0 dev
Bad Build: 55.0.2883.0 dev.

NOTE: In windows no hover effect is seen even on hovering on show all button.

Using the per-revision bisect providing the bisect results,
Good build:55.0.2882.0(Revision: 423378).
Bad build: 55.0.2883.0 (Revision:423768).

You are probably looking for a change made after 407075 (known good), but no later than 407076 (first known bad).

estade@ Ping!  Can we get any latest update on this issue? since it's reproducible on chrome latest Dev M56-56.0.2895.0.

sorry, was ooo. I don't believe there's a bug here. The video is in GTK theme mode, so the background color of the button is different than it would be in classic/normal theme mode. I do see a hover effect in both theme modes, on trunk as well as in 'Actual_hover effect.ogv'
