Input text boxes of chrome://usb-internals appear chopped in device mode.

Issue description

Chrome Version:55.0.2883.11 (Official Build) 709e70a37ad5ea7e4155b38134d00530605f11bb-refs/branch-heads/2883@{#79}-32/64 bit
OS: Windows (7,8,10), Mac (10.10.5, 10.11.5), Linux (14.04 LTS)

Steps:
1. Launch chrome and navigate to chrome://usb-internals/
2. Right click and select 'Inspect', toggle to device mode.
3. Observe the input text boxes in the web page.

Actual: Input text boxes appear chopped in device mode.

Expected: Input text boxes should be appear properly.

This is a non-regression issue seen from M-54, since chrome://usb-internals page is supported from 54 series.

Able to reproduce the issue on mac 10.11.6 chrome version 55.0.2883.11 - Not seeing any textboxes in device mode

This is just chrome://usb-internals not supporting mobile, which is fine as it's desktop-only.
