Clear browsing data overlay shifts upward after resizing the browser window.

Chrome Version:55.0.2883.11 709e70a37ad5ea7e4155b38134d00530605f11bb-refs/branch-heads/2883@{#79} (32/64-bit) 
OS:Windows (7,8,10), Mac (10.10.5, 10.11.5), Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/clearBrowserData
(2)Click on 'restore down' button from top left and resize the browser window from L.H.S such that t2 scroll bar appears.
(3)Now resize browser window from bottom and observe.

Actual: Clear browsing data overlay shifts upward after resizing the browser window.

Expected: Clear browsing data overlay should not shift upward after resizing the browser window.

This is a Non-regression issue seen from 'M53' series i.e 53.0.2780.0

Able to reproduce the issue on mac 10.11.6 chrome version 55.0.2883.11

Can't repro anymore. The dialog resizes to fit the available height, see screenshot.
