Issue descriptionChrome Version: 56.0.2889.0 Revision 1e457676004f8af16e0086280b73d87c1e5efba7-refs/heads/master@{#424926} OS: Mac(10.10.5,10.11.4) What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://md-settings/triggeredResetProfileSettings (2) Reload page and observe. Actual: Weird flickering of reset settings dialogue is seen after reloading the page. Expected: No such flickering should seen after reloading page. This is a non-regression issue, seen from 'M-56'(56.0.2889.0)

The flickering is likely caused by a short delay when the triggered reset dialog asks Chrome for the AV tool name that should be displayed in the dialog. Right now, the dialog is shown only when the toolname has been received in a callback. An alternative is to show the dialog immediately and wait for the toolname to arrive and then update the text, which isn't any better IMO (you would get a different kind of flickering). I'll also mention that this dialog is not really discoverable by a user as it is only intended to be used on Windows by AV tools that want to prompt the user to reset their settings when Chrome starts (an AV tool can write to a Windows registry key to let Chrome know that a settings reset is being requested). My suggestion is to mark this as WAI.
